We know that under vacuum creates surface tension of the liquid. why the vacuum does not create more water if the surface tension of water is much more of Dettol or savlon.Are water molecules much more havia that the molecule dettol Savlon. Is this the main reason?

You are quite wrong. These are the forces of cohesion and the adhesive that creates the surface tension phenomenon. It only depends on the nature of the substance.

One thing you can be sure of is that water is H2O and is therefore much lighter than dettol or molecules Savlon.
