Water Filter Manufacturer

My husband checked to make sure everything was secured and we searched the manual and he told the press the dispenser lever for at least 2 minutes and if they do not work, change the filter because it can be obstructed. Well, we have tried all and it goes without saying that they did not work. We took the new filter again and was filled with water ... If the water line does not work, would it still reach the filter? Any ideas or suggestions before calling the manufacturer or a plumber? Thank you in advance.
